As agreed by full Council on 19 October 2017 and as set out in report EXE17-040, the Strategic Director for Housing, in consultation with the Portfolio Holder, be delegated authority to make minor amendments to the Housing Standards Licensing Policy.

In accordance with the delegated authority set out above, the Council’s Housing Standards Licensing Policy be amended.

To include the ability to provide one Selective Licence for a whole block or properties where certain conditions are met, including the requirement for them all to be owned by the same body, the management to be provided to all properties by a single organisation, and that this is unlikely to change in the future.

The option not to amend the existing policy was considered and the requirement to issue individual licences for all properties in blocks of flats in these situations. This option was rejected.
