That the minutes of the meeting of the Committee held on 29 September 2020 be approved and signed as a true and correct record.

Apologies for absence were received from Councillor N Martin.

Declarations of Interest

(i)    To receive declarations of disclosable pecuniary and other interests from Members in respect of any item to be considered at the meeting.

(ii)   In accordance with the Members’ Code of Conduct, any Member who is a Council- appointed Director of a Thameswey Group company will declare a non-pecuniary interest in any item involving that Thameswey Group company. The interest will not prevent the Member from participating in the consideration of that item.

(iii)   In accordance with the Officer Procedure Rules, any Officer who is a Council- appointed Director of a Thameswey Group company will declare an interest in any item involving that Thameswey Group company. The interest will not prevent the Officer from advising the Committee on that item.

The Committee considered an application for the demolition of the existing buildings on the site and the erection of 7x three-bedroom, two storey dwellings with accommodation in the roof space. The dwellings would be arranged in two terraces with associated landscaping, bin and cycle storage. The proposal would utilise an existing vehicular access onto Bagshot Road which would be slightly modified and the proposal would provide a communal parking area of 14x spaces.

 

Councillor S Hussain, Ward Councillor, commented that currently the site attracted a lot of antisocial behaviour so he welcomed the application to develop it. Councillor S Hussain had some minor concerns regarding the entrance onto the busy main road and potential surface water flooding, but on the whole he was pleased this application had come forward.

 

Following a query the Planning Officer confirmed that there would definitely be a CIL charge for the applicant however the exact amount had not been calculated at this stage. As a result of the Chairman’s request the Officer confirmed the amount would be reported to the Committee in due course.

 

RESOLVED

 

That planning permission be granted subject to conditions and Section 106 Agreement to secure a SAMM contribution.

The Committee considered an application for the erection of palisade security gates to the main entrance. The proposal also included the erection of chain link fencing and a pedestrian gate to join the gate with existing fencing. The fencing and gates would have a maximum height of 2.4m and a total width of 8.8m.
