2023/0981 Anchor Pub, Knaphill Additional documents:
Minutes: The Committee considered an application for the erection of two-storey side and rear extensions and change of use of part of existing Public House to provide eight self-contained residential units (three two-bed & five one-bed) and retention of A3 (restaurant/café)/A4 (drinking establishment) use at ground floor level and associated external alterations, bin storage, parking and landscaping following demolition of existing rear extensions and outbuilding. (Resubmission of PLAN/2017/1167)
Councillor John Pearce, Ward Councillor, wanted to speak to the Committee to address the concerns that had been raised by residents. Some residents thought that the use as a drinking establishment was out of date and now out of character with the area; along with this it would result in increased noise with would impact neighbouring residents. Residents were also concerned by the lack of parking in the proposal, which it was thought would contribute to the existing problem of parking locally.
Some members of the committee expressed that they were disappointed that the application did not include any affordable housing.
Following a question, the Planning Officer explained why the provision of EV charging points was an informative rather than a condition of the application. Although the charging points were wanted, including by the applicant, they were not a necessity.
Following comments om overshadowing, the Planning Officer explained that the applicant had submitted a BRE Daylight Assessment which showed the application was acceptable. The juxtaposition of the windows meant that they would not create a direct view into neighbouring properties.
It was confirmed by the Planning Officer that all the bin storage was to the east of the site, and therefore only one collection point was necessary.
In accordance with the Standing Order set out in the Constitution, the Chairman deemed that a division should be taken on the recommendation to approve the application. The votes for and against approval of the application were recorded as follows.
In favour: Cllrs G Cosnahan, R Leach, L Lyons (Chairman), D Jordan C Martin, S Mukherjee, T Spenser and M Sullivan. TOTAL: 8 Against: Cllr A Javaid. TOTAL: 1 Present but not voting: None. TOTAL: 0 The application was therefore approved.
RESOLVED
That planning permission be GRANTED subject to:
i) An Executive Undertaking to secure the SAMM contribution; and ii) Planning Conditions as set out in the report. |
