2024/0692 Former Scout Hut, Walnut Tree Lane Additional documents:
Minutes: The Committee considered an application for the erection of a detached dwelling, together with associated car parking, cycle and refuse storage and landscaping, following demolition of the Scouts hut and outbuildings.
Following a question from the Committee regarding privacy, the Planning Officer confirmed that the rooflights served non-habitable space and rooms, would be obscure glazed and non-opening below 1.7m from floor level. This would be secured by condition 9. There would be no harmful impact on privacy.
A Member of the Committee queried whether the hardstanding frontage was part of the site or was in fact highway. The Planning Officer stated that the hardstanding was within the red line and therefore assumed was part of the site ownership. The Planning Officer commented that it was difficult to answer questions on land ownership as they were not the case officer and did not have these details available. Surrey Highways had been consulted on the application and made no objections; if the site was part of the public highway, they would have likely objected. The Chairman commented that the point could be checked with Land Registry outside of the meeting.
Following a question the Planning Officer advised the Committee that as the applicant had indicated that this was a self-build dwelling for their occupation the applicant may be eligible to a self-build exemption in relation to CIL.
RESOLVED
That the planning application be APPROVED subject to conditions and legal agreement. |
