Apologies for absence had been received from Councillors A Azad, M Bridgeman, K Davis, N Martin, J Sanderson and M Whitehand.

Honorary Freedom of the Borough - Michael Neil Bullen.

Councillors G Cundy and I Johnson will jointly move and second that the Council confers upon Michael Neil Bullen the Honorary Freedom of the Borough of Woking and that the Council admits him to be an Honorary Freeman of the Borough and that his name be inscribed in the Roll of Honorary Freemen of the Borough.

The Mayor will call upon any other Member of the Council wishing to do so, to speak to the Motion. The Mayor will then put the Motion to the Council.

Upon the Motion being duly carried, Michael Bullen will make and sign the Declaration of Acceptance of Office. The Mayor will then present a Freeman’s Badge and the Scroll bearing the Resolution of the Council to Michael Bullen and offer the congratulations of the Council upon his admission to the Roll of Honorary Freemen of the Borough.

Councillor Graham Cundy and Councillor Ian Johnson jointly moved and seconded that the Council confer upon Michael Neil Bullen the Honorary Freedom of the Borough.  The Council was informed that Mr Bullen had supported the Red Cross Service since 1965 and in 1997 had been made an eminent citizen by the Mayor of Woking for his services to charity.  For 28 years Mr Bullen has served in the fire service, including spells at Woking Fire Station.

The Mayor then put the motion to the Council and it was unanimously

RESOLVED

That the Council confer upon Michael Neil Bullen the Honorary Freedom of the Borough the most honourable distinction which it is the privilege of the Council to bestow, in recognition of the eminent services rendered to the Borough through long and distinguished service in support of Charitable activitiesand the Council does hereby admit Michael Neil Bullen to be an Honorary Freeman of the Borough of Woking and that his name be inscribed in the Roll of Freemen of the Borough.

Upon the motion being duly carried, Michael made the declaration of acceptance of Office.

“I Michael Neil Bullen having been admitted an Honorary Freeman of the Borough of Woking, hereby declare that I will duly and faithfully fulfil the duties thereof, including upholding the traditions and customs of the Borough, according to the best of my judgement and ability and I do further declare that I will be faithful and bear true allegiance to her Majesty Queen Elizabeth the Second, her heirs and successors according to law.”

The Mayor then presented the Freeman’s Badge, the Freedom of the Borough Scroll and a certificate bearing the Resolution to Michael and offered the congratulations of the Council upon his admission to the Roll of Honorary Freemen of the Borough.

Councillors G Cundy and A-M Barker will jointly move and second that the Council confers upon Sir Howard Hugh Panter the Honorary Freedom of the Borough of Woking and that the Council admits him to be an Honorary Freeman of the Borough and that his name be inscribed in the Roll of Honorary Freemen of the Borough.

The Mayor will call upon any other Member of the Council wishing to do so, to speak to the Motion. The Mayor will then put the Motion to the Council.

Upon the Motion being duly carried, Sir Howard Panter will make and sign the Declaration of Acceptance of Office. The Mayor will then present a Freeman’s Badge and the Scroll bearing the Resolution of the Council to Sir Howard Panter and offer the congratulations of the Council upon his admission to the Roll of Honorary Freemen of the Borough.

Councillor Graham Cundy and Councillor Ann-Marie Barker jointly moved and seconded that the Council confer upon Sir Howard Hugh Panter the Honorary Freedom of the Borough.

The Council was advised that Sir Howard Panter was a prominent theatre owner, producer and one of the key figures in the arts and entertainment industry with over 40 years’ experience.  Howard’s latest venture with his wife Dame Rosemary Squire was Trafalgar Entertainment, a live entertainment business the new headquarters of which had recently opened in Woking.  Prior to Trafalgar Entertainment, Howard had been co-founder, Joint CEO and Creative Director for the Woking-based Ambassador Theatre Group Ltd (ATG).

The Mayor then put the motion to the Council and it was unanimously

RESOLVED

That the Council confer upon Sir Howard Hugh Panter the Honorary Freedom of the Borough the most honourable distinction which it is the privilege of the Council to bestow, in recognition of the outstanding personal achievement both nationally and internationally in the Arts and the eminent services rendered to the Boroughand the Council does hereby admit Sir Howard Hugh Panter to be an Honorary Freeman of the Borough of Woking and that his name be inscribed in the Roll of Freemen of the Borough.

Upon the motion being duly carried, Sir Howard made the declaration of acceptance of Office.

Councillor Graham Cundy and Councillor Ann-Marie Barker jointly moved and seconded that the Council confer upon Dame Rosemary Anne Squire DBE the Honorary Freedom of the Borough.

Dame Rosemary Squire OBE was the most prominent woman in British theatre of the modern era and under her leadership the Woking-based Ambassador Theatre Group had become the world’s largest live-theatre company.  More recently, she had moved into a new creative phase as Joint CEO and Executive Chair of Trafalgar Entertainment.

As Chair of Great Ormond Street Hospital’s Theatres for Theatres appeal, Dame Rosemary had helped raise over £5 million and continued to support major fundraising appeals for the hospital.

The Mayor then put the motion to the Council and it was unanimously
