03/04/2025 - Housing Benefit Write offs March 2025 ref: 4037    Recommendations Approved

Financial regulation 12.14 states:
Any debt due to the Council may only be written-off with the authorisation of
the Executive except, insofar as an individual debt does not exceed £10,000,
the initial authority may be given by the Interim Finance Director who shall be
required to publish periodically reports of the debts that have been written off
in accordance with the delegated authority.

Debts over £10,000 are reported to the Executive at least annually in the Statement of Accounts and any other delegated reports as and recommend for write off by the Section 151 officer.

The Revenues, Benefits & Customer Services Business Manager is exercising an authority delegated to him by the Section 151 officer for debts from £5000.00 up to £10,000.

The Benefits Team Manager is exercising an authority delegated to her by the Section 151 Officer for debts up to £5,000.

25/03/2025 - COMMUNITY ASSET TRANSFER DECISION ST. MARY’S COMMUNITY CENTRE, BYFLEET, WOKING ref: 4029    Recommendations Approved

The Council adopted the CAT policy in February 2024 and St.Mary’s community centre was listed as one of the assets to transfer. Following a 2-stage process conducted between July and December 2024, in line with the CAT Policy, the CAT panel recommend that Re-generate Rise are successful and proceed with the transfer of St.Mary’s.
As per the Community Asset Transfer (CAT) Policy, the decision to transfer the asset was approved by the relevant member portfolio holder (in this case Cllr Steve Greentree) and
authority was delegated to the Strategic Director - Communities, in consultation with the Portfolio Holder for Communities, to take all necessary steps to effect this decision.
