Council agreed on 11 February 2016 that the
Chief Executive be authorised to determine Members' Allowances and
Special Responsibility Allowances in future years in consultation
with the Independent Remuneration Panel.

In light of the Council’s serious
financial situation, to determine that Members Allowances and
Special Responsibility Allowances (SRAs) for 2023/24 should remain
unchanged from 2022/23 as set out below:-
Basic Allowance - £7,380
Special Responsibility Allowances to be prorated to the Leader SRA
(currently set at £12,000) as follows:-
Deputy Leader – 30% of the Leader SRA (£3,600)
Portfolio Holder – 20% of the Leader SRA (£2,400)
Licensing Chair – 5% of the Leader SRA (£600)
Planning Chair – 20% of the Leader SRA (£2,400)
Overview and Scrutiny Committee Chair – 10% of the Leader SRA
(£1,200)
Opposition Group Leader – 10% of the Leader SRA
(£1,200)
Group Leader – 5% of the Leader SRA (£600)
Following the Review of the Council Meeting Structure which was
agreed by Council at its meeting on 28 March 2024, to determine
that Members’ Allowances and Special Responsibility
Allowances for 2024/25 should be amended as set out below:-
Basic Allowance - £7,380
Special Responsibility Allowances to be set as follows for 2024/25
(pro-rated to the Leader SRA currently set at
£12,000):-

Financial regulation 12.14 states:
Any debt due to the Council may only be written-off with the
authorisation of
the Executive except, insofar as an individual debt does not exceed
£10,000,
the initial authority may be given by the Interim Finance Director
who shall be
required to publish periodically reports of the debts that have
been written off
in accordance with the delegated authority.
Debts over £10,000 are reported to the Executive at least
annually in the Statement of Accounts and any other delegated
reports as and recommend for write off by the Section 151
officer.
The Revenues, Benefits & Customer Services Business Manager is
exercising an authority delegated to him by the Section 151 officer
for debts from £5000.00 up to £10,000.
The Benefits Team Manager is exercising an authority delegated to
her by the Section 151 Officer for debts up to
£5,000.
